As you noticed from the origional post while im able to boot into recovey mode, rebooting in low vis and safe mode does not work so a lot of the additional steps referanved cannot be tried. Given safe mode has the same issue however id assume that we could rule out graphics drivers and anti virus software as these would not be loaded in safe mode that im aware off.
